Lovell Oates-El

Lovell Oates El is a justice-impacted leader, advocate, and visionary committed to restoring power, rights, and equity to communities too often left out of policy conversations. As Executive Director of Justice Impact Individuals Voting Effectively (J.I.I.V.E.), and CEO of LNO Consulting, he works across nonprofit and social welfare sectors to amplify the voices of justice-impacted individuals and ensure human rights are protected and upheld.

A passionate advocate with a strong educational foundation, Lovell holds an A.A.S. in Micro-Computers from Century College, an A.A. from Inver Hills Community College, a Business Diploma in Building Care, and a Paralegal Diploma from Blackstone Law School. His academic journey reflects his commitment to transformation—both personally and within systems that historically exclude.

Lovell’s activism began early. As a student at Patrick Henry High School, his powerful speech at a public forum led to a groundbreaking partnership between Minneapolis Public Schools and TCF Bank—initiated by then-president Harry Davis—to address inequities in education. That same fire continues to guide his work today, as he leads civic engagement, reentry, and equity efforts across Minnesota.

At T.O.N.E. U.P. (Teaching Ourselves New Examples to Uplift People), Lovell is a standout Fellow. He played an instrumental role in mobilizing justice-impacted communities to vote in the most recent Presidential Election—many for the first time. Through his leadership, T.O.N.E. U.P. strengthened its mission to restore voice, rights, and civic power to formerly incarcerated individuals.

At J.I.I.V.E., Lovell leads with a bold vision: to build political and social power for over 100,000 justice-impacted individuals in Minnesota, and to be a voice for the 5.5 million nationwide still under some form of supervision. His work centers on peer-led reentry support, housing and employment justice, civic education, and the fight for livable wages and human dignity.

For Lovell Oates El, this work is more than a profession—it’s a calling. Through writing, public speaking, and policy advocacy, he is reshaping what equity looks like in practice. His life is proof that justice-impacted leaders are not just resilient—they’re essential to building a more just and inclusive future.
